The NMSs of Lithuania and Romania become full Members of EUMETNET

Two new National Met Services will join EUMETNET as full Members from 1st January 2024. The NMSs of Lithuania and Romania, both Cooperating Members of EUMETNET for several years, officially requested full membership from 1st January. These two new Members will bring the number of full Members of EUMETNET to 33.

The delegation from NMAR (NMS of Romania) was present at the 31st Assembly meeting in Reading and signed the amendment Agreement with the Assembly Chair, Roar Skalin and the Executive Director, Klemen Bergant.

The 31 Members of EUMETNET signed the amendment to the EUMETNET Agreement that will come into force on 1st January 2024. EUMETNET, which was previously an economic interest grouping (GIE – Groupement d’Intérêt Economique), will become a general partnership (SNC – Société en Nom Collectif).

The amendment to the Agreement was signed at the Assembly meeting that took place at ECMWF Headquarters in Reading, UK.

This Agreement provides the basis for cooperation between the European NMSs for the next 10 years.

Approval of new 5-year Programme phase

At its 31st Assembly meeting in Reading, EUMETNET Assembly Members approved the new five-year Programme phase that will last until 2028, extending all the current Programmes and their Modules.

In addition two new Programmes and Modules were approved, the new Programme on Artificial Intelligence for Weather, Climate and Environmental Applications, as well as a new activity within the Aviation Support Programme producing Cross-Boder Convention Forecasts for EUROCONTROL Network Manager and other users.

CONSTITUTION & GOVERNANCE

The European Meteorological Services’ Conference was originally created at the end of 1995 by an informal agreement. In order to create a more formal structure the EUMETNET Directors decided to set up a legal entity and to transition the “Conference” into this new structure.

The Agreement for the establishment of the economic interest grouping EUMETNET (EIG EUMETNET) was signed in Brussels on 17th September 2009 and the transition was completed by the 31st December 2009. Since 1st January 2024 EUMETNET’s status as an EIG has changed and it has become a SNC (société en nom collectif).

21 founding Members signed the original agreement but more have since joined and currently EUMETNET has 33 Members. All Members are national meteorological (and hydrological) services (NMHS) of their respective countries.

The General Assembly of Members meets twice a year. Decisions are taken with recommendations from advisory committees (e.g. the PFAC and STAC)  who oversee all of EUMETNET’s undertakings, such as Programmes, 3rd party projects and Secretariat activities.

SECRETARIAT

The Secretariat manages the funds of all activities undertaken by EUMETNET. It also acts as a figurehead for the community with regards to external stakeholders such as the EU. It coordinates Programme Management, Financial Management and Reporting and organizes Governing Bodies procedures.

The office is based in Brussels, hosted by the Royal Meteorological Service of Belgium (RMIB).

STRATEGY

EUMETNET’s Vision and Strategic View


EUMETNET’s Mission is to support its Members to develop and share their individual and joint capabilities through already well established cooperation programmes as well as additional collaboration efforts that enable enhanced networking, better and more robust interoperability, efficiencies and optimization of infrastructure costs and a higher level of integration and complementarity within Europe.

The EUMETNET collaborative framework will continue to enable its Members to better fulfil their official duties and enhance their individual capabilities. It will also provide a basis for them to deliver, collectively or individually, joint public information services to weather-and-climate dependent users, at national level as well as at the level of the EU and its Agencies. Moreover, provision of consolidated information and innovative solutions to Aviation users within an evolving Single European Sky framework will be achieved progressively.

The instruments through which this vision is realized are the programmes, projects and networking activities that EUMETNET undertakes and supports. They are undertaken with funds coming mostly from the Members but are also open to non-Member cooperating institutes.

Some 3rd party projects funded through EU instruments such as SESAR, H2020 or Copernicus that EUMETNET has bid into successfully, complete the picture of the collaboration our community undertakes with various strategic partners.

The instruments of collaboration


Programmes are the principle vehicle that EUMETNET uses to conduct its collaborative undertakings and they deliver what is expected by the Members. Members who participate in funding a programme will share both the costs and the benefits of the programme.

Year in and year out, EUMETNET operates between 15 and 18 programmes, some of which deliver operational data to the Word Weather Watch or to Numerical Weather Prediction centres in Europe including ECMWF.

The delivery of a programme is entrusted to a Coordinating Member through a decision by the General Assembly. The Coordinating Member will manage the approved budget of its programme and report to the governing bodies of EUMETNET on the proper execution of the programme. Much work is also provided in-kind by Members especially within specialized workgroups and expert teams where people meet and share their experience and best practices in their fields of expertise. They meet regularly and deal with a wide array of topics such as instruments, training, forecasting, radars, sea-surface observations, aircraft-based observations, nowcasting techniques, numerical modelling, etc.

Most importantly, the spirit that is behind the collaborative framework initiated in the 1990’s is essentially still very present. It will prevail because the trust that has been the cornerstone of all previous achievements prevails to this day.

FUNDING

Funding of EIG EUMETNET and its internal Programmes

EIG EUMETNET derives the vast majority of its Programme funding from its members. Some Programmes are mandatory and some Programmes are optional and this will affect the size of each Member’s contribution.

Each Member pays a share of the collective cost where their share is calculated based upon the Gross National Income (GNI) for their country.

Other funding can come from the EU or its agencies or non-Member institutions that become Cooperating Members of the Programme.

EUMETNET is a grouping of 33 European National Meteorological Services that provides a framework to organise co-operative programmes between its Members in the various fields of basic meteorological activities. These activities include observing systems, data processing, basic forecasting products, research and development and training. EUMETNET’s mission statement is:
